Sarah Coulter

Sarah Coulter is the Assistant Director at Houston Public Works, where she leads the Strategic Initiatives Division. In this role, she focuses on leveraging strategic initiatives to achieve successful outcomes across various areas, including water management, utility coordination, construction, engineering, and transportation.
With a strong background in public transportation, Sarah has successfully expanded her responsibilities within the public works sector. Notably, she helped launch the first suburb-to-suburb commuter service in the Greater Houston area and developed the #SitSafe initiative to enhance safety across transit agencies during the COVID-19 pandemic.
In recognition of her expertise, Sarah has been selected for the 2025-2027 Ambassador Cohort of the Transit Cooperative Research Program (TCRP).
She holds a Bachelor of Science in Physics from Jackson State University and a Master of Public Administration from Louisiana State University.
